In-use motor vehicle’s noise and control measures for prone to noise emission facilities

Absrtact	This project assisted the EPA to operate and update the website for citizen report and EPD information exchange platform, and collected the opinions from citizen and officials of EPB for the website and helped EPA reply the questions. One training course for the EPD officials were held in May 2010. The website opened at 2nd September 2009. Until end of November 2010, 4,422 report cases were received totally, nearly 80% was for motorcycles and 19% was for passenger cars. And the first three counties were Taipei county, Taipei city and Taoyuan county. This project also assisted the EPD to carry out the vehicle stationary noise test for 307 motorcycles/vehicles; 64 of them were unqualified, the percentage was 20.8%, which were mostly modified cars. Three meetings for stationary test were held in July, August and September 2010 to help the officials acquainted with the roadside examination and measurement procedures. To support the policy of the permission control measures of prone to noise emission facility advanced by EPA, this project surveyed the control measures of high noise emission facilities in EC-countries and Japan, investigated the domestic conditions for “prone to noise emission facility” control, studied and drafted the framework for “prone to noise emission facility” control, proposed the standard method to measure the sound power level of construction facilities, investigated the possibility to establish the capabilities of sound power measurement for construction facilities and performed 46 sets of noise measurement of construction facilities. This project also assisted the EPA to draft the “Regulation governing the installation and operation permission for prone to noise emission facility”, and proposed the drafts of announcement for “The first batch” and “The second batch” of prone to noise emission facilities. Three workshops for policy explanations of “the installation and operation permission for prone to noise emission facility” were held in Taipei, Kaohsiung, and Taichung, respectively.
